Manifest Cruelty

The scale of what we're about to attempt cannot be overstated, so listen close. Shipments of waste Cesium-137 are regularly taken from the nuclear plant to the docks, where they're loaded onto a ship for transport overseas. The material is moved under heavy guard by an armored convoy that cuts through an industrial park, and that's where we'll strike—eventually. An unplanned attack on that convoy would be suicide, so we'll first acquire intel on the convoy’s movements and identify its weaknesses. All the information we need is stored in the Port Authority building at the docks. The office manager should be able to help us… with a little coercion.

Stacking the Deck

In this high-stakes operation, we’re laying the groundwork for a grand heist. With a carefully choreographed plan, the team will infiltrate the casino, bypassing the guards to breach their security network. The goal is twofold: plant our operatives' identities in their employee database, then trigger the vault’s alarm to map their response protocols. If you pull this off, the odds of success will be stacked in your favor.

Having prepared the groundwork, the stage is set for a grand heist at the Lucky Shots Casino. One of you will pose as an employee and slip in through the staff entrance, while two more will blend in as everyday gamblers on the casino floor. Once the team is in position, a fake breach will bait security into opening the vault door. That's the moment to strike. By the time backup arrives, the crew should already be gone, the cash smuggled out in a laundry cart, and the casino beaten in a game they never knew they were playing.

Your attack on the nuclear convoy will use the metal fabrication plant as both your interception point and escape route. But first, you need to undertake some reconnaissance and preparation. You'll start by stealing a research vessel from the docks. Its detachable submersible will get you inside the plant through the coastal outflow pipe, where you'll stash the sub for the eventual getaway. Your intel says the pipe can only be opened from above, so the ground crew will follow on foot to release the dive team. A remote charge must then be set in the service tunnel beneath the road, and finally, you’ll scale the crane to survey the site. This plan is somewhat elaborate, but it will all come together in the end.

This is everything you’ve been working toward, and there is no room for mistakes. Stop the convoy with a shipping container and blow the road behind it to box them in outside the fabrication plant. The security presence will be heavy, so you must deal with the guards fast and extract the cesium before the cops arrive. The convoy intel reveals that the authorities can trace the material by its radiation signature, making a land escape impossible. The only viable route is through the plant and underwater via the submersible, where the trail should go cold. No matter the cost, the cesium must reach the water.
